Update discount rule processing to ensure that calculations use the shopper's base price according to their user role

In the quick order form ensure that if there is an error adding a variation to cart that the the notice message is displayed correctly
Declare additional class variables
Replace setted_transient hook call with set_transient
Updated the discount rules processing to correct an issue when the cart quantities are updated on the cart page.
