[Spolzer] Promote Tools 1.0.3

The Promote Tools add-on allows moderators to assign and remove user groups through moderator tools.


How it differs from

In AnzahTools:
if a group has permission to assign groups, it can assign any group without hierarchy restrictions ("who can assign whom").
In Promote Tools:
you can flexibly configure exactly which groups each group may assign or remove (or disallow it entirely).



Abuse protection is included:
it is impossible to change a user's groups if that user's group has a higher priority than the moderator performing the action. (There is a permission to bypass this protection.)
