Allow forums to have "OP reply only"-threads, which means that only OP can reply, this is perfect for e.g. fanfic or diary-type threads.

- Users with this permission can still reply (useful for moderator user group)
- thread_only_allows_replies_from_original_poster
- The error message shown in case user manages to post a reply, or uses API
