[FF] Spam Check by Registration Date 1.0.0

Adds a new option to the Spam management section, allowing you to set an amount of days that a user must be registered for until spam checks are stopped (assuming they don't have a bypass set).

Works alongside the "Maximum messages to check for spam" option (both must pass to allow checks to be skipped)
