Prevent thread bumping by merging with user's previous post.
Features:
- Displaying popup window with choose to merge message with previous post or cancel posting
- Permission for user groups that allows X bumps to a certain thread in 24 hours (node-based per user group)
- Configurable time between last user's posts in thread that will be identified as "bump"
